Abstract

On the premise that integrated development of regional economy is quantifiable, this study works out a scientific index system to assess the integrated development of the border areas in Northeast China and its hinterland, and analyzes the current situation of the integrated development and the reasons why it is lacking in interaction and coordination. Countermeasures and policy suggestions are put forward based on these analyses and examination of the integrated development from three perspectives, i. e. integrating patterns, society-economy and government policy. Firstly, in order for the border areas in Northeast China to open-up and develop, it is advisable to give full play to the advantages of its being the frontier and window, to innovate trans-territory cooperation patterns and expand the opening-up, to be the first mover in new institutional mechanism of cooperation, and to strive to achieve breakthrough in international cooperation. Secondly, the mechanism and countermeasures are discussed for border area' s economy and society to develop in coordination. A strategic vision of the ports' opening-up and development being in harmony with the societal development in Northeast China is drawn up in this study. Lastly, restraining ecological factors are analyzed, and it is prudent to establish a mechanism of environmental impact assessment and to implement sustainable development. Based on above-mentioned argument, a series of strategies are formulated, demonstrating the practical significance of this study. The strategies are as follow: opening-up and development strategy for border area in Northeast China, sustainable development strategy for development and ecological environment in Northeast China's border area, Sino-Russian trans-territory economic cooperation strategy, opening-up and development strategy for Chang-Ji-Tu pilot zone, development and border security strategy for Tumenjiang River.
